Increases the Agent level cap for Stun-specialty Agents to 40. Whether in the eyes of investigators or Hollow Raiders, this certification seal indicates the owner's rich experience in Stun tactics. The seal itself also contains a small amount of benign Ether inside which can be useful when improving an Agent's combat abilities.
