Basic Defense Certification Seal
Description
Increases the Agent level cap for Defense-specialty Agents to 20. Often awarded to Agents who excel at using Defense tactics. Besides attesting to their ability, the seal itself also contains a little benign Ether inside which can be useful when improving an Agent's combat abilities.
